    Human Rights Defenders in the Digital Age: Challenges and Opportunities

    New and emerging technologies have revolutionized the way human rights defenders operate, enabling them to conduct their activities more effectively, foster solidarity among movements, and reach diverse audiences. However, these advancements have also introduced significant challenges, including increased threats and risks for defenders. Despite the growing negative impacts of new technologies, governments have been slow to respond comprehensively. States and their law enforcement agencies, often aided by non-State actors including businesses, frequently censor or remove information shared by defenders on social media and other platforms. In some cases, businesses have been complicit in attacks and violations against human rights defenders. Moreover, the digital divide in many countries and regions limits the potential of digital technologies for activism and access to information.

    The 1998 UN Declaration on Human Rights Defenders does not address these modern challenges, which have arisen with the rapid evolution of technology. To bridge this gap, a coalition of NGOs has launched a consultative initiative to identify key issues faced by human rights defenders that are not adequately covered by the Declaration, particularly in the area of digital and new technologies. These concerns are reflected in an open letter to States regarding the draft resolution on human rights defenders to be considered during HRC58.

    A side event will be held to continue the discussion on the challenges faced by human rights defenders in the context of new technologies. The event will provide a platform for those working with defenders in the field of digital rights to share their experiences and highlight specific protection needs. It will also serve as a reminder to States of their obligations in this area, potentially informing the consultations on the HRC58 resolution on human rights defenders.
