SINGAPORE – 26 May 2025 – HTX (Home Team Science and Technology Agency) has entered into a significant partnership with Mistral AI and Microsoft to bolster its capabilities in developing advanced Generative AI models and platforms. This collaboration aims to enhance the efficiency and effectiveness of Home Team operations, allowing officers to focus on critical roles that improve public safety and security.
HTX has been at the forefront of leveraging cutting-edge technology to support Home Team operations since its inception. The agency’s AI movement, unveiled last year, has been instrumental in improving operational efficiency. “We’re recognizing the potential for AI to significantly improve certain operations, allowing our officers to focus on more critical roles,” said Ang Chee Wee, HTX Chief AI Officer and Assistant Chief Executive (Digital and Enterprise).
Under the contract, Mistral AI and Microsoft will work closely with HTX as research partners. Microsoft will collaborate with HTX to fine-tune Phi-4-multimodal, a Small Language Model (SLM) tailored for Home Team use cases. Additionally, HTX will integrate SLM training frameworks into its AI platform and infrastructure with Microsoft’s support. Mistral AI will work with HTX on fine-tuning its Large Language Models (LLMs) for Home Team use and develop a series of LLMs codenamed Phoenix.
Phoenix has been pre-trained on extensive knowledge corpuses specific to the Home Team and Singapore, as well as 10 major languages spoken in the country. This will enable Home Team officers to receive more accurate responses compared to other LLMs. The model will be deployed progressively as an AI chatbot for officers and as an API for AI developers to build operational applications.

Arthur Mensch, CEO and co-founder of Mistral AI, expressed excitement about the partnership, highlighting the co-training of models like Phoenix, which has been pre-trained on extensive corpora relevant to the Home Team and the broader Singapore government.
The contract also involves deploying Mistral AI’s platform, enabling inference and fine-tuning of APIs, building custom models for Home Team Departments, and developing capabilities for cutting-edge AI research techniques. HTX will develop a unified platform to host the LLMs and Vision Language Models (VLMs) it develops, democratizing AI use across the Home Team.
This collaboration marks a significant step forward in establishing sovereign AI capabilities within the Home Team and positions HTX as a leader in AI in Singapore.
