A new proposal has surfaced for a technology hub called Frontier Valley, just 2.5 miles from San Francisco at Alameda Point. The project, spearheaded by James Ingallinera, aims to create a ‘zone that will feature the most expedited regulatory code in the United States for deep tech innovation.’
Project Details
The 512-acre development would include:
- 3 million square feet of office space
- Housing for up to 10,000 residents
- 5 million square feet of manufacturing space
- An 80-acre waterfront park
Proponents argue that the former Naval Air Station is ideal due to its proximity to San Francisco, federal land status, and flat terrain. The project website claims it would be ‘the Bay Area’s one and only practical option for executing a zone of this scale.’

Current Status
While the project is pending an executive order from the Trump administration, no such order currently exists. The Frontier Valley website has drafted a sample executive order urging the president to declare a national security emergency to ‘maintain technological superiority.’
Existing Developments
The area is already undergoing redevelopment. The City of Alameda owns most of Alameda Point and has plans for mixed commercial, residential, and recreational uses. The Department of Veterans Affairs is also planning to build a medical clinic and National Cemetery Columbarium on the remaining federally owned parcel.
The proposal has sparked interest and raises questions about future development in the region. KRON4.com has reached out to both the City of Alameda and Frontier Valley for comment but has yet to receive a response.
