Arbital Health and HarmonyCares Announce Strategic Partnership to Enhance Senior Care

SAN FRANCISCO and TROY, Mich., February 25, 2025 – Arbital Health, a leading healthcare technology and actuarial firm specializing in value-based care contracts, has formed a strategic partnership with HarmonyCares, a prominent provider of in-home primary care services for individuals with complex healthcare needs. This collaboration aims to refine how value-based care contracts are managed and to optimize care delivery for a vulnerable patient population.

For over three decades, HarmonyCares has been committed to providing compassionate care to seniors, addressing their complex medical and social requirements directly in their homes. The organization currently supports more than 70,000 patients spread across 17 states through value-based care arrangements, specifically with Medicare Advantage plans and Medicare ACO programs. The partnership between Arbital Health and HarmonyCares is designed to leverage Arbital Health’s technological capabilities to enhance outcomes and increase efficiencies in care delivery.

“Our team is provided with critical platform accessibility with Arborial Health,” said Zack Mulligan, Chief Financial Officer at HarmonyCares, underscoring the importance of this partnership. “We are striving to proactively identify and address potential cost drivers, and strategically invest in those areas that will have positive impacts, helping the seniors we serve. With the combination of purpose-built technology and deep actuarial expertise that Arbital Health offers will be very useful as we continue to grow, scale-up, and continue to find even better ways to serve our patients.”

Alexander Sozdatelev, Chief Business Officer at HarmonyCares, highlighted the critical need for greater contract reporting transparency and data-driven analysis: “Our need for comprehensive reporting, with granular insights on our care performance and patient utilization will now be accessible through our partnership with Arbital Health. Their ability to track, standardize, and analyze payer data, with actuarial accuracy, is step-changing for optimizing our services and our process.”

The partnership aligns with HarmonyCare’s mission to improve outcomes and control costs. The key mission is to focus on the operational aspects of Medicare Advantage, ACO REACH, and MSSP contracts dedicated to clinical in-home services for seniors.

Jesica Freeman, Chief Product Officer at Arbital Health, emphasized the unique value Arbital Health brings to the collaboration: “This platform ensures that HarmonyCares can accurately determine timely and actionable contract performance and also secure insights that ensure sustained success. A major challenge within present value-based care has long been metrics misalignments, often rendering contract reconciliation a complicated process. This has been especially true when financial teams lack a single technology platform which can accept distinct data files, adapt to specific and specialized performance rules defined by each contract, manage patient attribution and reconcile each contract independently and at scale.”

Brian M. Overstreet, President & CEO at Arbital Health, also expressed excitement about the partnership: “We are pleased to partner with the team at HarmonyCares. They are innovative leaders in home-based primary care delivery. We are grateful to help them accelerate their vision to better serve patients by providing convenient and physician-led in-home services.”
