China is increasing its backing for the application of artificial intelligence (AI) models and the development of venture capital investment, according to an announcement made this week. The aim is to spur technological advancements and enhance the country’s self-sufficiency in this critical field.
The plans were detailed in a government document prepared for the annual meeting of the National People’s Congress (NPC). The document highlighted the government’s desire to foster “industries of the future,” encompassing biomanufacturing, quantum technology, embodied AI, and 6G technology.
To achieve these goals, the report indicated China’s intention to explore new models for national laboratories. Furthermore, the government plans to provide substantial support and assign “important responsibilities” to young scientists and engineers. The country intends to support the application of large-scale AI models, and to foster the development of next-generation intelligent terminals and smart manufacturing terminals. This marks the first time AI models have been explicitly mentioned in the work report, and follows the recent global attention on Chinese AI startup DeepSeek.
“China will strive to create an enabling environment for innovation that encourages exploration and tolerates failure,” the report stated. Additionally, the report included plans to improve basic data systems at a faster pace and to promote cross-border data flows.
