New Initiative Empowers Health and Social Care with Proactive Prevention
Taking Care and PA Consulting have joined forces to launch Hälo, a new initiative aimed at transforming the delivery of preventative care within adult social care. This innovative approach empowers health and social care providers to scale low-risk preventative measures using existing data, eliminating the need for large upfront technology investments.

Hälo addresses a key challenge faced by health and social care leaders: the significant financial commitment often required for new technology before any results are demonstrated. This can hinder the approval process for preventative initiatives. The initiative arrives at a crucial time as health and care services grapple with shrinking budgets and escalating demand.
A report by the TSA and PA Consulting highlighted that 80% of adult social care leaders identify building a strong business case for technology-enabled care investment as a major hurdle. Hälo addresses this by helping commissioners to leverage their own data to manage care demand and improve outcomes. This approach prioritizes funding allocation and ensures that resources are used where they will have the most significant impact.
Steve Gates, Managing Director of Taking Care, stated, “Prevention isn’t just a buzzword – it’s the future.”
“In the next five years, it will become absolutely fundamental. With Hälo we are determined to put local authorities and care providers on the front foot in dealing with increases in the cost of care.”
Hälo is delivered in three phases: Each phase concludes with a clear Go/No-Go decision to assess progress, review benefits, and determine next steps. This ensures that decisions are based on proven outcomes. The initiative utilizes cutting-edge wearable technology, advanced AI, and a network of expertise to transform adult social care and deliver measurable improvements.
Robert Turnbull, Consulting Director at PA Consulting, said: “This is a game-changer. Councils don’t need to invest in new technology to make smarter, faster decisions – the key is in the data they already own.”
” Hälo unlocks the hidden power of existing care technology, turning insight into action to improve lives, manage demand, and cut costs – all with minimal risk.”
“This is a bold shift towards prevention and gives councils the confidence to move fast, learn quickly, and prove what works. I am optimistic that Hälo is the breakthrough that will finally turn TEC ambition into real impact.”
By focusing on the root causes of increasing care needs, Hälo aims at providing preventative care alongside existing reactive methodologies. This approach builds an evidence base to support a virtuous cycle of sustainable investment, demonstrating the long-term value of prevention.
