    PM Narendra Modi Urges Tech-First Governance, Boost for Startups, MSMEs

    Prime Minister Narendra Modi has called on India’s civil services to adopt a technology-first approach while remaining grounded in sound human judgment. Addressing bureaucrats in New Delhi at the 17th Civil Services Day program on April 21, 2025, Modi emphasized the need for a complete shift toward tech-driven, efficient governance.

    “No matter how tech-driven the world becomes, we should never forget the importance of human judgments,” PM Modi said. He highlighted that India is now 10–11 years ahead of many countries in leveraging technology for governance, stating that “quality is governance.”

    Modi’s call for tech-first governance comes with an emphasis on supporting startups and Micro, Small, and Medium Enterprises (MSMEs). The Prime Minister’s statement underscores India’s commitment to integrating technology into its administrative framework while maintaining the importance of human oversight.

    The Economic Times reported that Modi’s address was part of the 17th Civil Services Day celebrations, an event that brings together bureaucrats to discuss governance and administrative reforms. The government’s push for tech-driven governance aims to enhance efficiency and transparency in public services.

    As India continues to advance in the technological landscape, Modi’s message highlights the need for a balanced approach between technological innovation and human judgment in governance.
